Public Libraries in the UK benefit from an agreement between the UK Government and Publishers to ensure that the general public can access tax-payer funded research in paywalled (subscription) journals free of charge. The caveat is that full-text access is only on computers within the public library buildings, however, you can use the online search before you visit a library to check which articles you will want to access.
The scheme is called Access to Research and provides walk-in access to over 30 million articles across all subjects within public libraries. Please note: for access to the full-text of articles, you will need to use a Public Library computer.
